Tile Roof Replacement in Hollywood, FL

Joseph Young planned Hollywood from 1921 around one semi-Spanish style, and the city's historic guidelines still describe its signature roof: low-pitched gables and hips covered in barrel tile with little or no overhang.

If your house is in Hollywood Lakes, the Harrison/Tyler district or another of the city's historic districts, a tile re-roof needs a Certificate of Appropriateness, the guidelines tell you to keep sound clay tile, and the city's roofing checklist says the material can stay the same or be upgraded, but not downgraded. Outside the districts, a residential re-roof can go through same-day express review. Everywhere in the city, Broward's High-Velocity Hurricane Zone rules govern how the tile goes on.

Is your house in a historic district?

Hollywood has four local historic districts: the Historic Hollywood Business District, the Harrison/Tyler districts, the Beach district and the Hollywood Lakes Multiple Resource District. Hollywood Lakes, the city's oldest neighborhood, covered 632 acres when the city designated it in 1995. The design guidelines put its boundaries at the south side of Johnson Street to the north side of Washington Street, from the east side of 17th Avenue to the Intracoastal Waterway. The Harrison and Tyler overlay covers buildings on those two streets from 10th Avenue to 17th Avenue.

The guidelines apply to all buildings in the historic districts, not only the oldest ones. A house that is roughly 50 years old or more and keeps its historic integrity is usually classed as contributing; newer or heavily altered houses are non-contributing but still inside the district. City staff and the Historic Preservation Board use the guidelines when deciding whether to issue a Certificate of Appropriateness, and you apply for one online through Accela.1,2

What the guidelines say about clay and barrel tile

The guidelines treat the roof as one of the most visible parts of a historic Hollywood house and single out "the wide variety of clay tile and ornamental metals" as materials to preserve. They recommend keeping the roof's shape, material, size, color and patterning, and replacing in kind a roof feature that is too deteriorated to repair, using the old one as the model.

They list what to avoid: tearing off a roof that can be repaired just to get a uniform or "improved" look; removing sound clay tile; using new materials whose profile, size, shape, color or texture change the building's appearance, with a note that barrel tile should be the higher profile; and putting mechanical equipment on the roof. On Mediterranean Revival houses the guidelines note that both mission (C-shaped) and Spanish (S-shaped) tile were used, laid in regular or irregular patterns. Not every district house is tiled that way: the guidelines also show 1950s ranch homes in Hollywood Lakes with concrete tile and wood fascia.2

The permit: photos, no downgrade, and express review

Since August 4, 2026, new permit applications go through the city's Accela Citizen Access portal. The city's roofing checklist adds two lines for historic properties: photos of the existing roof are required with the submittal, and "roofing material can remain the same or be upgraded, but not downgraded."

A residential re-roof is one of four permit types in Hollywood's Express Permitting Service. You upload between 6 p.m. Tuesday and 9 a.m. Wednesday, plan review is done the same day, and if it is approved and paid by 3 p.m. Wednesday the permit is issued electronically. It is for stand-alone permits, the contractor must be registered with verified insurance and license, and the city warns that applications in a historic district may be delayed because additional review may be required. If your house is in Hollywood Lakes, count on the preservation review, not the express window, to set your schedule.3,4,5

HVHZ rules for the tile, and for flat roofs behind parapets

Hollywood is in Broward's High-Velocity Hurricane Zone. The checklist asks for the HVHZ Uniform Permit Application, a current Miami-Dade NOA or Florida Product Approval with every element identified, Broward's asbestos program certificate, a Re-Roof Mitigation Affidavit and, when applicable, field fastener withdrawal tests and a moisture survey. Under the code, tile goes over a solid deck and is installed under RAS 118, 119 or 120, with the attachment for each tile calculated under RAS 127. Mortar- or adhesive-set tile needs a TAS 106 field uplift test before the final inspection.

Mission and Pueblo houses mix tile with flat roofs: the guidelines describe homes in those styles whose flat roofs hide behind parapets and drain through scuppers or canales. The HVHZ Owner's Notification, which your contractor must explain and you initial, warns that roofs with perimeter walls may need overflow scuppers, and that ponding may only show up once the old roof is off.2,4,6
