Roof Waterproofing and Coatings in South Florida

Roof paint, roof coatings and waterproofing membranes are three different things. Here is what each does and which ones need a permit.

“Waterproofing” gets used for three different jobs: painting a roof, coating it, and building a waterproofing membrane on a balcony or roof terrace. They are not the same product, they do not do the same thing, and in Miami-Dade the county treats them differently for permits. If someone offers to “seal” your roof, the first question is which of the three they mean.

Paint, coating or membrane

Roof paint changes color. Unincorporated Miami-Dade lists roof painting among the jobs the Florida Building Code does not regulate, so it needs no building permit. The same line on the county’s list adds that waterproofing roof coatings do need a permit.1

A roof coating is a liquid applied to the roof that cures into a waterproof layer. Outside Miami-Dade and Broward, when a coating serves as the roof covering on a house, the code section that fits is liquid-applied roofing (FBC Residential R905.15). It sets real standards:

  • A design slope of at least 1/4 inch per foot, the same as a membrane roof. On a re-roof, the roof must at least drain.2
  • Material that meets one of the listed standards: ASTM C836, C957, D1227, D3468, D6083, D6694 or D6947 for houses.2
  • Installation following the manufacturer’s approved instructions, with an uplift resistance at least equal to what the code requires for your house.2

A waterproofing membrane system is what goes on a deck people walk on: a balcony, a roof terrace or a deck over a garage. In Miami-Dade and Broward, the code lets a waterproofing system replace a normal roof system on sloped or flat decks designed for foot or vehicle traffic, whether the space below is lived in or not.3 It comes with its own rules (Section 1519.16):

  • The system needs a current product approval.
  • Any part left exposed must be UV-resistant, and if no tile or wearing surface goes on top, the manufacturer must approve it for foot traffic.
  • Flashing follows the manufacturer’s specifications and RAS 111.
  • The membrane is flood-tested under ASTM D5957 after it is installed and before any tile, pavers or other layers go on top.
  • In new construction, the deck needs at least 1/4 inch of slope per foot.

What a coating cannot do

  • It cannot fix a wet roof. Outside Miami-Dade and Broward, new roofing may not go over a roof that is water-soaked or too deteriorated to be a base, and blisters must be cut open and secured first.4 In Miami-Dade and Broward, a new roofing system over an existing one requires a moisture survey (TAS 126) showing no more than 5 percent moisture in the old membrane and 8 percent in the board insulation.3
  • It cannot add slope. If water sits on the roof now, a coating will sit under the same puddle. Fixing ponding means fixing slope or drainage.
  • It is not hurricane protection. Florida law makes it illegal to advertise or sell a product as hurricane or windstorm protection unless it has been approved under the state’s product approval law.5 If a coating is sold to you that way, ask for the approval number.

Coatings in Miami-Dade and Broward (HVHZ)

In the High-Velocity Hurricane Zone, every roofing component and system needs a product approval and must be installed exactly as the approval describes.3 The code sets extra conditions for coating systems applied over existing roofs (Section 1521.18):3

  • Spray polyurethane foam (PUF) and elastomeric coating systems may go over an existing roof only with a product approval, with the deck prepared as the approval and the code require, and with the application matching the manufacturer’s instructions for the weather at the time.
  • Post-application inspections follow RAS 109.
  • For a spray-foam system, a representative of the coating manufacturer inspects the finished roof and certifies to the building official within 30 days that the quality-control tests passed. Only licensed roofing contractors with the manufacturer’s applicator certificate may install it.
  • Spray foam may not be applied over existing composition shingles, and elastomeric or maintenance coatings over asphalt shingles must follow the shingle manufacturer’s instructions.34

Coatings are also part of normal maintenance on some flat roofs. A smooth-surfaced built-up roof in the HVHZ must be coated with an aluminized or emulsion coating that has a product approval.3

Permits

  • Unincorporated Miami-Dade. Roof painting: no permit. Waterproofing roof coating: permit. Re-applying a roof maintenance coating over an existing roof is exempt on a single-family home, duplex, townhouse or condo unit only while all such exempt work stays at or under $5,000 in any 12 months.1
  • Broward. No permit for maintenance or repair of a roof covering up to $1,500, as determined by the building official.6
  • Statewide, including Miami-Dade and Broward. Florida law requires a permit to repair or alter a building unless a law exempts it,7 and since July 1, 2026, single-family work under $7,500 can be exempted on written request with a copy of the contract, except in flood hazard areas. That law does not name roofing, so we confirm with the building department.71

Cities with their own building departments can read these rules differently. When a permit is required, we pull it.

How a coating job works

  1. Inspect first. We walk the roof, check drains and flashing, and look for soft, wet or blistered areas. If the roof is wet underneath, a coating is the wrong fix and we will say so.
  2. Repair before coating. Blisters, open seams and failed flashing get repaired first, following the roof system’s requirements. See flat roof repair.
  3. Prepare the surface as the coating’s product approval or instructions require.
  4. Apply at the rate and in the weather conditions the manufacturer specifies.
  5. Inspect, including any post-application inspection the permit or approval requires.

If the roof is past saving, flat roof replacement is the honest answer. We do not publish coating prices yet because the public cost guides we use do not cover them. Our own price comes after we see the roof.

Insurance

Florida counts roof age from the last date 100 percent of the roof surface was built or replaced to the code in effect.8 Whether an insurer treats a coating that way is up to the insurer, so ask before you buy a coating to satisfy a roof-age requirement. Your roof contract must include the notices required by F.S. 489.147, and a contractor may not offer to waive your deductible.9

Questions about roof waterproofing

Is a roof coating the same as painting the roof?
No. In unincorporated Miami-Dade, roof painting needs no building permit, but a waterproofing roof coating does. Outside Miami-Dade and Broward, a coating used as roofing falls under the code's rules for liquid-applied roofing; in Miami-Dade and Broward it needs a product approval.
Will a coating stop my flat roof from leaking?
Only if the roof under it is dry and sound. A coating does not dry out wet insulation, re-attach a loose membrane or fix a roof that holds water. If the old roof is saturated, the code requires a tear-off before new roofing goes on.
Can a coating go on a shingle roof?
The code allows elastomeric or maintenance coatings over asphalt shingles only as the shingle manufacturer's installation instructions allow. In Miami-Dade and Broward, spray foam may not be applied over existing composition shingles.
Does a coating make my roof newer for insurance?
Do not assume it does. Florida counts roof age from the last date 100 percent of the roof surface was built or replaced. Ask your insurer in writing how it treats a coating before you rely on it.
