City guidelines say single-family roofs shall be cement or clay tile, and they approve asphalt shingles in only ten subdivisions. Everywhere else, even replacing an existing shingle roof with new shingles is allowed only with an engineer's letter stating the structure cannot support tile. Every re-roof permit goes through zoning review, and the checklist lists the city's approved roof materials, so settle the question before you sign. If you are eligible, the job then follows Broward's High-Velocity Hurricane Zone rules for shingles, which are stricter than in most of Florida.

The ten subdivisions approved for shingles

The city's Roof Guidelines name the ten subdivisions that have been approved to install asphalt shingles: Better Homes, Beachwood Heights, Crossing #2, Rushwood, Westview Estates, Greenwood, Greenwood II, Royal Palm Pointe, The Springs and Grenadier Estates.

These are subdivision names, not the neighborhood names people use in conversation, so check how your lot is platted rather than going by the sign at the entrance. If your house is in one of the ten, a shingle-to-shingle re-roof is allowed by the guidelines. If it is not, the default material for a single-family home is cement or clay tile. The rule applies to re-roofs, not only new houses: Coral Springs reached residential build-out in 2003, so nearly every shingle job here is a replacement on an existing home.^1,2

Outside those subdivisions: the engineer's letter

If you have a shingle roof today but your house is not in one of the ten subdivisions, the guidelines say replacing it with shingles is allowed only with an engineer's letter stating it is not structurally possible to support a tile roof. Without that letter, the replacement has to be tile, which brings in the city's pre-approved tile colors and, for anything off the list, the Architectural Review Committee.

Two other options come up and neither is simple. Metal roofs are not permitted on single-family homes; the Architectural Review Committee will consider them case by case. It meets the second Wednesday of each month, and requests are due the last Friday of the month before. Flat roofing is allowed only over porches, Florida rooms and utility rooms at the rear of the house, and only up to 25 percent of the total roof area.¹

How the permit checks your material

Re-roof applications go through eTRAKiT; since January 1, 2026 the Building Department no longer processes paper submittals. The city's Roof / Re-Roof checklist (Form 013.0) sends every application through two review stops, Structural and Zoning, and lists the city's Pre-Approved Roof Colors & Roof Materials among its requirements. It also requires a zoning addendum to the Broward County building permit application.

Along with the Roofers Application Packet, the checklist asks for the job value, product approvals (including solar roof fans, roof vents and skylights if you have them), Broward's asbestos responsibility statement and, on jobs over $5,000, a recorded Notice of Commencement before the first inspection. If you are relying on the engineer's letter, have it in hand before you apply; it is the document that explains why a house outside the ten subdivisions is getting shingles. Small repairs are different: Broward's code amendments exempt roof-covering repair or maintenance up to $1,500, as determined by the building official.^3,4,5

Broward HVHZ rules for the shingles themselves

Coral Springs is in the High-Velocity Hurricane Zone, where the design wind speed for a house is fixed at 170 mph. Every roofing component needs a current product approval, either a Miami-Dade NOA or a Florida approval marked for HVHZ use. Shingles are laid out and nailed per their approval and installed under RAS 115, and the shingle system itself must have passed TAS 100 wind-driven rain testing, TAS 107, ASTM D3462 and ASTM D3018.

Underneath, the code gives three options: self-adhered membrane over the whole deck, a taped seam at every deck joint with underlayment over the whole roof, or two layers of approved underlayment lapped half a sheet. Underlayment nails go through tin caps. Inspections happen during or after the underlayment, during installation and at final, and your contractor must walk you through the Owner's Notification for Roofing Considerations, which warns the deck may need renailing once the old shingles are off.^6,7

Questions

I have shingles now, but my subdivision is not on the list. Do I have to switch to tile?

Under the city's guidelines, yes, unless an engineer writes a letter stating the structure cannot support a tile roof. With that letter, replacing shingles with shingles is allowed. Without it, the new roof has to be cement or clay tile from the city's approved colors or approved by the Architectural Review Committee.

Could I put on a metal roof instead of shingles or tile?

Metal roofs are not permitted on single-family homes in Coral Springs, but the Architectural Review Committee will consider them case by case. Plan around its monthly meeting on the second Wednesday; the request deadline is the last Friday of the month before.

Do I need a permit just to fix a few blown-off shingles?
